Bernard Armstrong
Chief Executive Officer
As the CEO for Cedar Pacific, Bernie is committed to creating long-term value for investors through bespoke investment opportunities. He is dedicated to leading Cedar Pacific, as it becomes the most sought after fund manager in Australia and New Zealand. Bernie is passionate about creating positive investment opportunities whilst ensuring that social and environmental factors are considered.
He holds a bachelor of architecture degree from Syracuse University and an MBA in finance and marketing from Northwestern University and sits on the European Council of Syracuse University.
As a valued executive of Pamoja Capital Bernie played an integral role in the creation of Cedar Pacific Investment Management in 2015.
Prior to joining Pamoja Capital, Bernie was a managing director with Credit Suisse where he headed the family office business in Europe and the Middle East. He has built investment advisory and trading businesses in Europe for Chase Manhattan Bank and HSBC and has also worked at Goldman Sachs.
Prior to embarking on a career in finance, Bernie worked as an architect for Skidmore, Owings and Merrill in New York. Projects where he took a management role include the headquarters for Merrill Lynch at the World Financial Center, the headquarters for Salomon Brothers at the WTC and a series of housing-for-the-homeless projects for New York City.
Paul Fell
Executive Director
Since 2015, Paul Fell has used his excellent insight into company management to enhance operations as an Executive Director at Cedar Pacific. Paul is dedicated to business efficacy and endeavours to ensure operations and business practices align with the strategic goals of Cedar Pacific. Paul has developed strong relationships with Universities across Australia and New Zealand, a key focus of the Funds strategy.
He holds a degree in Management from Waikato University in New Zealand.
He has worked with Pamoja Capital for over a decade as a consultant and executive. He was an Executive and Director of the Trader Classified Media interests in Australia from 1998 to 2004.
Prior to that time, he was an Executive with the private Trading Post operation. From 2005 to 2007 he was General Manager of Classified Advertising with APN Newspapers in Australia and initiated a major restructure of the groups classified operations and call centers. He has been involved in a number of small businesses in retail, construction and consulting.
Mark de Medici
Chief Financial Officer
Mark joined Cedar Pacific in 2020 in the newly created CFO role where he oversees the finance function and assists in setting strategy as part of the company’s executive committee.
Mark holds a Bachelor of Economics from the University of Queensland, a Master of Professional Accounting from the University of Southern Queensland and a Graduate Diploma in Applied Finance and Investment from the Securities Institute of Australia. Mark is a Fellow of the Financial Services Institute of Australasia, a Member of CPA (Australia) and a Graduate of the Australian Institute of Company Directors.
Prior to joining Cedar Pacific, Mark was a Principal with QIC where he was involved in transactions, capital raising, liaison with clients and asset management. Prior to QIC, Mark held various roles at PWC, ANZ, Westpac and Babcock & Brown. Mark also served as the CFO for Bilfinger Berger in Vancouver.
David Hill
Chief Investment Officer
David joined Cedar Pacific in 2023 in the newly created role of Chief Investment Officer where he is responsible for new funds and investor relations, as well as setting strategy as part of the company’s Executive Committee.
David holds a Bachelor of Commerce (Finance & Economics), a Graduate Diploma of Property Valuation and a Master of Property each from the University of Melbourne. David is a Graduate of the Australian Institute of Company Directors and formerly a Certified Practising Valuer and Associate of the Australian Property Institute.
Prior to joining Cedar Pacific, David had more than 12 years in commercial real estate capital markets and advisory, previously holding the role of Senior Director of Alternative Investments at JLL where he led the Living Sectors capital markets team for Australia and New Zealand, advising on over $4bn of living sector transactions. David previously worked in industrial, infrastructure and development Valuations & Advisory at JLL including advising the Victorian State Government on the $9.7bn privatisation of the Port of Melbourne.
Alan Frost
Director of Development
Alan joined Cedar Pacific in 2022 as Director of Development responsible for the company’s development business across the Living Sector including Build-To-Rent (BTR), Purpose Built Student Accommodation (PBSA) and other emerging Living Sub-sectors. Alan will assist in setting the company’s strategy as part of the executive committee and brings over 30 years of experience in development and property banking to the company.
Prior to joining Cedar Pacific, Alan was Group Executive – Head of Residential at 151 Property focusing on all residential asset types with particular focus on Build to Rent (BTR). In his role, Alan was responsible for the development and ongoing management of Blackstone’s 637-unit BTR portfolio consisting of the 200-unit REALM, Kangaroo Point BTR property (a Build-to-Sell conversion) and the 437-unit REALM, Caulfield BTR project, two of the first wave of BTR properties to become operational.
Prior to this Alan held senior roles with Lend Lease in Australia as the Project Director of Aurora Place, Sydney, in Asia, and the USA where he was responsible for bidding, converting and developing military housing privatisation projects for Actus Lend Lease in its initial years. Later, Alan held the role of Executive Vice-President, Capital and Real Estate Services based in New York focused on identifying and converting development opportunities in conjunction with the recently acquired Bovis (Lend Lease) business. Alan returned to Australia and joined Babcock & Brown (B&B) where he was responsible for B&B’s equity investment in major development projects together with securing Project Finance and providing Mezzanine funding for numerous Australian residential projects.
Alan Holds a Bachelor of Engineering (Civil) from The University of Sydney and a Master of Business Administration (Executive) from the Australian Graduate School of Management at The University of NSW.
Brendan Mulvogue
Director of Debt Capital Markets
Brendan facilitates the coordination and sharing of operational, financial and investment information with internal and external stakeholders. He works to understand the needs of equity and debt partners, add meaning to the numbers and ensure the frameworks required to provide accurate and reliable information are in place.
Brendan is a member of the Institute of Chartered Accountants, holds a Master of Commerce (Applied Finance and Accounting) from the University of Queensland and a Bachelor of Science and Business (Mathematics) from Flinders University.
Previously Brendan worked at Bentleys Corporate Recovery, where he gained experience across a broad range of appointments including publicly listed entities, mortgage funds, property developers, manufacturers and miners. During this time he focused on maximizing stakeholder value via commercial litigation, turnaround and sale processes.
Neville Scott
Financial Controller
Neville joined Cedar Pacific in 2017 as Head of Reporting, overseeing Cedar Pacific’s investor reporting, as well as providing support to the senior management team.
Neville is a chartered accountant and completed his articles at Ernst & Young, Johannesburg. He is a member of both the South African Institute of Chartered Accountants and the Institute of Chartered Accountants in England and Wales. He is also an Associate of the London Institute of Banking and Finance in the UK.
Prior to joining Cedar Pacific, Neville was a consultant at Sanne Group, a London Stock Exchange listed provider of fund administration, reporting and fiduciary services, where he focussed on operational procedures and controls within the Private Debt and Capital Markets division. He also spent 2 years at Saltgate, a service provider to institutional alternative asset fund managers, as head of their London office, providing administration and reporting services to a portfolio of real estate funds. Prior to that, he was at State Street London for 8 years where, as a Vice President in the Alternative Investment Solutions division, he was head of accounting services providing reporting for private equity, real estate and debt funds.
Tim Winterflood
Director of Asset Manager & ESG
Tim joined Cedar Pacific in 2021 to lead the asset management function. He also leads a team focused on implementing fund ESG strategies, overseeing the property manager’s performance and helping to deliver on each fund’s investment mandate.
Tim brings a diverse range of experience across multiple real estate asset classes, working in asset management, investment, capital advisory, development advisory and valuations roles, over a career spanning 12 years in commercial real estate. Tim has also worked as Manager of Real Estate Transactions and Advisory at Deloitte and as a Commercial Property Valuer at CBRE. Prior to joining Cedar Pacific, Tim was the head of asset management at one of the UK’s largest flex office providers.
Tim holds a Masters of Applied Finance from Charles Sturt University, and a Bachelor of Business Management (Real Estate and Development) from the University of Queensland. He is also qualified as a commercial property valuer (API and QLDVRB).
Anna Green
Head of Human Resources
Anna is the office Manager for Cedar Pacific Investment. Anna joined the company as an administration assistant; her business acumen and experience allow her to oversee the general management of human resources, office facilities and marketing for the company.
Anna has a bachelor of Commerce with a major in Accounting from the University of Queensland.
Anna has a background in Office Administration, previously Anna assisted in the management of human resources and operations of a medium sized Call Centre.
Ben Wu
Senior Analyst
Ben joined Cedar Pacific in 2019 as a financial analyst with a focus on investment analysis and financial modelling.
Ben leads our analyst team and is an integral part of our daily operation including underwriting opportunities, business analysis, preparation of investment papers and investor updates. $500m AUD in successful acquisitions underwritten in the living sector as well as underwriting on all prominent PBSA portfolio transactions in Australia within the past 5 years including the A$2bn Urbanest portfolio sale.
Prior to joining Cedar Pacific Ben worked within the finance function of the Australian Institute of Professional Counsellors, an RTO with branches throughout most capital cities of Australia creating management reports and dashboards as well as creating budgets and forecasts.
Ben is a qualified member of CPA Australia and holds a Bachelor’s degree in Commerce and Arts, majoring in Accounting from the University of Queensland.
Kristen Kruger
Asset Manager
Kristen joined Cedar Pacific in 2021 as part of the Asset Management Team. In her role, she works with the on-site property management teams to ensure the funds investment mandate and ESG strategies are implemented.
With extensive experience in the property industry, Kristen has developed a range of skills across a number of asset classes, including office, industrial, residential, and the living sector.
Kristen started in the property industry with her operational role at Ray White. She then continued to build her career, transitioning to roles at Colliers, where she worked in the Real Estate Management Services team on the Energy Queensland Portfolio before transitioning to the Property Management team.
Kristen holds a Bachelors Degree in Commerce, majoring in Accounting from The University of Queensland.
